Have you considered putting the FTP server on a separate interface of the
firewall and simply using SecuRemote?  Data will only be encrypted as far as
the firewall, but someone would need physical access to that lan to sniff
passwords.

Simple. Free.(nearly) Take you 10 minutes to implement.
