[FW-1] issue adding administrator in Secure Platform

Having a strange issue with adding administrators in Secure Platform (NG
FP3 HFA 318). When running the cpconfig util and choose the option to
add administrators, here is the output:
 
Do you want to modify this list (y/n) [y]? y
 
Do you want to [A]dd or [D]elete administrators?: a
Administrator name : kob
Password:
Verify Password:
     Permission for Monitoring (Read/[W]rite, [R]ead Only, [N]one ) w
 
Administrator kob was added successfully and has
   Read Only Permission for Check Point Users Database
   Read Only Permission for Security Policy
   Read/Write Permission for Monitoring
 
As you can see, this is only allowing me to add an administrator for
monitoring, not full access. Has anyone seen this type of issue, and how
do I fix this so I can add full permissions to an administrator?
