As I have not seen a single email adresse exceed 100 (or RfC-wise: 1000) characters, the limit is set reasonably high IMHO. For more recipients than can be held within that limit, the clients should send the mail in according small batches as proper MTAs automatically do. Rationale: In real-life noone wonders why he cannot squeeze complete postbags full of letters through the small slit of the public letterbox. It is clear to everyone that the two possibilities are to either insert the letters sequentially in small heaps (5-10 letters a run) or to deliver the bags directly to postoffice's service centre that sorts them into properly limited heaps itself. Similarily SMTP/email: either obey the limits (i.e. only a limited number of recipients per round) or let an MTA/MDA (massmailer, mailing list) divide that big bundle up into congestable sizes - or suffer crumpled letters and a number of nondeliveries.
