It's not the ip address, but the name of the interface that should be put in external.if So your external if should say something like:
eth0
-or-
E100B8
-or-
lan0
-or-
el90x1
-or- whatever the name of your interface is. It needs to be the name of *your* external interface, not these I've mentioned here, but it's name will be somewhat similar.

You can get a list of your interface names with 'fw ctl iflist'
