Take a look at the quality of the network,
especially the 10 Mb, 100 Mb and half duplex, full duplex
settings of the management server.

Mismatched half duplex, full duplex can cause connectivity
problems.


I can connect management server over VPN on DSL with no
problem, which is a slow link compared to most internal
networks.
