To run SC for v4.1, you should have 3 lic total: Your CPFW-FIG-XXX lic for the FW/internet gateway Your CPVP-VSC-XXX lic for # of secure cleint connections and finally a CPFW-ENC-XXX encryption license which is the Mgt Station piece. do an fw printlic and see what you're missing.
