We had that problem yesterday - change of a subnet mask on the firewall
(not the interface with the license). Firewall went flaky / instable /
inpredictable (V4.1 with SP5 on Solaris 2.6 with current patchcluster,
usually rock-solid).
Solution: define a new firewall object (including interfaces,
antispoofing, VPNs etc) and replace the old with the new one. Delete the
old network object. Reboot the firewall (a Sun server - usually never
to be rebooted), install the new policy and another reboot (don't ask -
it was the final, desperate action before we were to start rebuilding
the complete system from scratch).
Yes, I do consider such behaviour a bug.
