Presuming that you are using Exchange, is your Exchange Server allowing OOO responses to the Internet? 

 

I don't know how to do it in Exch 2000, but in 5.5:

 

go to Orgname\Sitename\Connections\Internet Mail Service. Click the Advanced Options button in the Internet Mail tab. Remove the check box titled Disable Out of Office Responses to the Internet.
