This post from Kevin earlier today should resolve your problem.  Move $FWDIR/conf/rulebases.fws to a backup (like rulebases.fws.bak), fwstop, issue the command shown below, and fwstart.  This will re-generate the rulebase index based on the policies in your conf directory.
