You could add DNS entries for Napster to your internal DNS server that point
to the acceptable use policy web page.

User attempts to resolve and they get the address of an internal web server.

I have a rule that rejects any access to the Napster group of servers (per
phoneboy and this list - thank you very much).

Is there any way to have the user redirected to a web page - like using a
URI resource?  It does not look like the Napster access is http, so that
negates using it with a resource.  I am not really sure how Napster works,
but I would like to make sure people know we are denying it's use when they
try to get to it.
