Brendan You've got to take into account that ftp opens a control channel from the client to the server on port 21 first, and the ftp server later opens a data channel on port 20 back to the client. To come closer to your problem, I would try to test the VPN link with apps like http, smtp, or telnet. Then test passive ftp. I have so idea what is wrong, it's just my way of apporaching the problem.
