I don't know what causes it but I think it only happens with a VRRP
backup interface that has been upgraded from a previous IPSO (something
in the upgrade path?)

I would suggest that you make it the VRRP master and try again (this
probably won't work, but worth a shot)

Or you can backup your files and do a fresh install (not an upgrade)
and this error shouldn't happen again.

I would also suggest that you hound Nokia support, and tell the list
anything new they suggest.
