[FW-1] NG Natting

I have a customer who uses a public range for his internal network
(owned by him) and another public network between the external interface
of the Nokia Firewall, and the internet router.
Everything seems to work fine, except I cant seem to get any NAT'ting
going for some reason.
Is it because I need to add the public network as a non unique address
range in the NAT section of global properties ?
