Have you enabled the options "Force UDP Encapsulation" and "Support IKE
over TCP" in the section "Tools" -> "Advanced IKE Settings"?

I am running NG FP-3 on a nokia 440, some of my remote user has a
personal firewall at home and are having problem seeing and resources
after the authentication. The one without a firewall or Nat device are
fine. All the firewall at home is set to allow all other packets and
nothing else is seen as dropped. Any help would be appreciated
