[FW-1] VPN-1 Pro not appearing in Global Properties

Change - Upgraded from 4.1 to NG FP2

I am trying to start using the VPN module.  However, when going into Global
Properties, VPN-1 Pro does not exist therefore I cannot set up the VPN mode
- "Simplified" vs. "Per Policy".  When I look at the properties of my
firewall server, it lists VPN-1 Pro as a feature that is installed.

Any ideas?  Thanks in advance.
