Yet another documentation mystery from CP.. In the HFA release notes, installation section, first line says install on both, second line says install where needed (management or module)... Management (a.k.a. SmartCenter) Server runs deamons for CP firewall and the SVN foundation so you need both fixes. If you check the the running processes on mgmt server you will notice processes from both FWDIR and CPDIR bin folders. Yes you need to install both HFAs. Always install cpshared fix first..
