[FW-1] Is there a way to assign priorities in a Gateway-to-Gateway MEP?

Hello all,

I have a customer who is looking to use MEP (because of overlapping
encryption domains), but would like for the remote gateways to always try
one particular gateway first. Is there a way to assign priority when using
GW-GW MEP? I know you can set the "is junior" setting in the userc.c file
for client MEP, but I have not been able to find anything similar between
gateways. Any ideas?
