If you had a dedicated VLAN due to the amount of sync traffic on high volume firewalls (State Sync VLAN) and the latency between the two buildings was not high I am sure that you could do this. The biggest problem is with the latency and the information on hand when a failure occurs; latency in the sync time would have the greatest effect on VPN connections not so much HTTP traffic.
