[FW-1] Reverse SYN Packet

Here's one I haven't heard of before. We have a pair of FW-1 NG FP2
on Solaris 8 running as a "cluster." They are not load balancing, but
HA fail-over only, one "online," one "offline."

The firewalls are allowed to FTP to a few external machines. FTP from
fw1 works fine. FTPing from fw2, has some problems. The control connection
works fine. However, data connections (e.g. when you type 'ls') fail.
The failure of the data connections are logged as dropped with the
following in the "Info" field,

  th_flags 2 message_info Reverse SYN packet

What the heck is a "reverse SYN packet?" This is a SYN packet from
the FTP server, port 20, to the correct address of fw2 at an
ephemeral port number. That is, everything looks exactly like it
should.

So what does "reverse SYN packet" mean, and why is FW-1 erroneously
thinking it sees one? My guess here is that there is something weird
going on here respect to the state synchronization. Has anyone see this?
Anyone have a solution for "reverse SYN packets?"
