[FW-1] Problems when installing policies



Hello folks,

I've got a strange problem: when installing a new FW policy I get an error
message "fwm_exec_command: failed to fork: Not enough space" - and the
policy does not get installed.
I've found some hints to look at the swap space - however, the gateway (it's
self-managed) has plenty of free swap. It has plenty of free mem, too.

I'm using NG (yet without any feature packs - they are to be applied in the
near future) on a Solaris 5.8 box.
