Long shot but I'd check for updated NIC drivers for the FW... I saw this kind of issue a long time ago on a custom-built server with bum drivers... wouldn't expect bad quality from a Dell box, but the situation was nearly identical.  Long file transfers, NBT only, didn't even have to be VPN related and no firewall on the box... popped in a 3C905B-TX card at the time w/appropriate drivers and the problem never came back.
 
Built another system using the same hinky card, had the same problem, threw in the 3Com, fixed the problem.
 
Anyway, a shot in the dark, but hey who knows :)

NBT transfers.. simply \\servername\file.ext copy to local machine

Just an ftp transfer?  If so, are you using the ftp security server?

Everytime a Securemote VPN user connects to our office and transfers a physical file from behind the firewall to the remote system the Firewall crashes to just a black screen and needs a "push reset button" reboot. If they do anything else besides transfering files its fine , ie term serv, email, internal website...etc.
 
The Firewall is Windows 2000 Server SP2 , NG FP3 without Hotfix1, running on a Dell OptiPLex  GX110 with 256meg RAM . The firewall is about 40 Rules and I am using a VPN Accelerator Card
