you can define VPNs in the "vpn-manager"-tab and use the if-via´colums in the security policy instead of the vpn-actions.

or click file\new -> traditional mode

Where is my Encrypt and Client Encrypt option? Is there some switch I have to flip to make it magically "appear" in the Action list? It's not even greyed out, it's just not there at all.
