Run the command from the $FWDIR/bin directory
./fwm -g <POLICY_NAME.W>

Most likely cause is that the rulebases.fws file references an object from
the objects.C file than has been removed or altered. You will likely see a
message about an object not being in the "scope" recreate these objects and
run the above command until all errors are gone. Restart the policy editor
and you should have your rulebase back viewable in your GUI rulebase.
