[FW-1] FW is pegging my CPU utilization

I'm running FW1 on an Ultra 5 with 512MB RAM. My usual CPU utilization is around 5% but then it jumps to 100% and is pegged there for several minutes then returns to 5%. If I do a top during the high utilization, it show the fw process as the big consumer.
Is this normal behavior for FW1? Has anyone else experienced this? The only other stats that seems to jump are context switches and collisions.
