Wouldn't it be better to use SSH (for the sake of security), instead of telnet.

To access your firewall via SSH from a windows PC, you could use freewares products like TTSSH in conjunction with Teraterm Pro (http://allserv.rug.ac.be/helpdesk/software/ttssheng.html).

The rule would then be:
Internal_LAN    Firewall_object ssh  Accept  Log

Before your stealth rule insert a rule like:
Internal_LAN    Firewall_object telnet  Accept  Log
