I managed to (sort of) fix my problem. I had used the "Get Version"
button when defining the PDS module - this had come back with "NG FP1".

I changed it to "NG" and now I can install the policy on the PDS. So I'm
up & running again. Hurrah!

I would still like to know if I can load a policy from the PDS onto the
management console though ....
