This is _not_ something you should be doing with our firewall, especially
a Windows box.

When possible, your firewall should have one default route and the routers
should handle the rest. There are a thousand different ways to achieve
added redundancy on your Internet connection. You should probably speak to
a networking engineer, or at the very least your ISP. Explain to them what
you want to do, what tradeoffs you are willing to make in terms of cost,
complexity and reliability, and go from there.
