Because you can run BGP on a single 2621 router with 64 megs of ram.

You need a 2621 for dual internet connections anyway, so the only added
cost for BGP is the 64 megs of RAM. Cost: $45

FatPipe and RadWare are expensive in their own right. Add to that the fact
that you need to purchase an additional box for every site that will
participate in a VPN (whether or not those sites have dual lines) and
suddenly your costs balloon.
