I believe these two products can facilitate what you want to do.

They are quite easy to configure and handle dual ISP connections for a fraction of the cost of an F5 or Radware box

LinkProofs simply hide your traffic behind two different external IP
Addresses and dynamically NAT your traffic depending on which link is
active or less loaded.

They can also dynamically rewrite DNS traffic to cause requests to go to
whichever link is active.

Unfortunately none of this helps if you have VPN traffic. VPN traffic has
to know the IP address of the tunnel endpoints. With the LinkProofs in the
way this becomes a lot harder. You can still get it to work for Site to
Site VPN's by purchasing a box for each location, but it will not help
with SR traffic.
