Devon, Il'l bet that when you created a new policy you chose "simplified mode" VPN setup which uses an implicit encrypt rule.This is the whole new concept called "VPN communities". If you are not familiar with this concept please consult the FP1 or FP2 manuals. Try creating a new "traditional mode" policy and you will see the encrypt action reappear.
