Often true, but not always. Some of us have networks with more NT servers than just PDCs and BDCs, and some of those NT servers are involved in handling the browse list (sometimes intentionally, often not). In addition, WINS can still be clunky over VPNs if you have limited bandwidth, and even when you've got contact with the browse masters you can still bump into weirdness. I see this issue over dialup all the time. All you need in the LMHOSTS-file is the adresss of the master browser(s), in effect, this means the PDC and the BDC's. not every single machine you want to see.
