I've been through this issue last month and the answer is when you buy a 25-50...etc Secure Client PAK the first Policy Server is free. But if you need a second Policy Server license to do some sort of redundancy you'll need to pay for the second Policy Server licence. But for only one Policy Server licence it is free when buying Secure Clients client PAK.
