I have to concur.  This sounds more like a WINS issue than a VPN issue.
However, one thing that can also screw up Network Neighborhood browsing is
an MTU problem... Have seen that as well.  Personally, I just don't trust
WINS over a VPN, too quirky depending upon the client OS.

  Network Neighborhood doesn't simply copy the WINS database.  It will use
WINS, if it can, to locate a "Browse Master" from which to obtain the list,
but the NN list is a separate entity.

  You don't say what the client OS is, but I've had much better success
getting NN to populate on NT/2K clients than on 95/98 clients....
