Yes you need 3 IP's per interface if you are using VRRP Monitored Circuits.
For instance;
FW1_INT1 10.10.10.1
FW_VRRP_ADDRESS 10.10.10.3
FW2_INT1 10.10.10.2
.3 is the actual routable address.
