Yes!

Yes. All of the following are checked off: S-Key, SecurID, OS Password,
VPN-1 & Firewall-1 Password. Have also tried with only VPN-1 & Firewall-1
Password.

| Are you using an IKE preshared secret to download the topo?

No. Not checked off for IKE on the properties of the Firewall object.

| Have you allowed topo and IKE on the policy?

I'm not sure what you mean here.... Can you specify?
