If you are trying to talk from one statically NAT'd device to another statically NAT'd device on the same segment through the external address, this will not work. You need to enable source and destination NAT otherwise the system receiving the connection sees the initiating systems IP address, responds directly to that from its own address, and the initiating system gets very confused.
