The issue I have is that with a default installation of NG FP1 the 'Broadcast Address - Included / Not Included' button in a 'Network Properties' makes no difference. Not only that but the broadcasts are actually 'accepted' on the interface. The only way I could achieve the correct action was to create the '10.255.255.255' workstation object and a rule to drop it.
