I've never heard if based on number of public licenses. As I understand, the firewall license is based on the "...number of hosts it protects..." That, of course, would include printers, too. However, it's always best with licensing questions, to check with the vendor. As for the quotes, are the companies supplying the quotes a vendor partner who just selling it of the shelf. I would assume a vendor partner would be more knowledgeable on licensing than one who just sells the product. I've got 3 quotes at the moment, one of which using the above licensing model, the others using the reverse (ie. number of LAN clients).
