"Silent" meaning no logging, or "silent" meaning no packet sent back to the
sender...?

In either case I would choose "A - netbios". You might not want to log all
the periodic "floodings" of this protocol, and you might also not want to
reply with error messages (like in Drop vs. Reject) to such numerous
occurrences.

Let us know the correct answer to this [exam question, I believe], if you
come upon it.
