Okay, I spoke too soon. Thanks to Michael for point me in the right
direction. You can get CP to do redirection as follows:

Create a user defined service called http_redirect (under Others)
IP Protocol 6 (TCP)
Click Advanced and set match to: SRV_REDIRECT(80,<ip of proxy>,8080)

Add a security rule as follows:
from: YourNetwork (except proxy server)
to: Any
service: http_redirect
action: allow

Make sure that your proxy routes back to the clients via the firewall.
You'll need to add a route for this to the proxy if it is on the same
network as the clients.

No all proxy servers understand transparent http proxying. Squid does -
just look through the configuration file and look for references to
transparent. Cygwin includes has a squid port for win32 platforms if you
only have windows machines.
