You are encountering the traditional "Allow firewall-1 control connections limit to valid gui-ips lockout. When you create a list of ip addresses for gui client access, that list is compiled into the firewall policy and installed to protect from generic gui-client attempts. You need to type fw unload localhost (or whatever the device is named.) Then try your gui-client..
