We experienced the same problem.
Apparently not all of the NG licenses should be registerd to your
management station, then pushed to your enforcement modules using
SecureUpdate.
Go back to your account at http://usercenter.checkpoint.com and
re-license your HA modules to your enforcement modules. Install the new
licenses directly on your enforcement modules using cpconfig. It will
then recognize the licenses when you launch cphastart start command.
