With 3DES the hardware accelerator is a critical addition. With AES, the accelerators probably will not help and you will want more power on the box itself. What do you estimate the total throughput will be? Besides the number of tunnels, the total throughput will affect which system best meets your needs. That said, an IP 440 with a Chrysalis card should be more than enough.
