[FW-1] how start floodgate?

Hello Good days,

When i put etmstart the floodgate start correctly, put
when i do a script in rc3.d don´t start and the firewall
begin a loop secuence of restarts.

When i put fwstop the floodgate will stop.
put with fwstart the floodgate don´t anything.
in conf/product.conf i have floodgate=1.
