I do not remember where it is under NT but most likely %fwdir%\conf\external.if. As for SR: Based on what you have shown us, SR is working and you should just use it. SR may simply be hiding the traffic from you to keep you on your toes :) Seriously though, if SR is not working even without IP NAT Pools defined, but the traffic reaches the server, then most likely routing or an MTU problem is at fault. You may want to have someone on the list try to connect and see if they can help you diagnose the problem.
