I had a little trouble following your description but be advised:
local.arp does NOT work with W2K and FW1 4.1. Microsoft ways they
have a fix but don't recommend you use it unless you have no
choice. There is an app from CP called fwparp which works
fine. You need something like this or explicit routes to your FW
address. This may be your issue. Since you are in a hurry and

Seems like the FW is sending it out but not getting nothing back. Does
