Try pulling policy from the firewall. I have seen this happen multiple times with Nokia appliances, and once or twice on Sun boxes. Login to remote firewall, su to root/admin (if not logged in as same) and pull policy: fw fetch mgmt_station_name_or_IP Once policy is loaded, you can probably push from the mgmt. station.
