[FW-1] Floodgate-1 NG problem

Hi Gurus...
I have spent 4 days to solve my problem with Floodgate-1 NG. I want to manage my Internet Bandwidth with my Floodgate-1 NG at user group level.
I installed Floodgate-1 at same machine with Firewall-1 that will be authenticate all internal user to internet with Partial Client Authentication.
And I set in Floodgate rule :

 Name           Source       Destination    Action
InternetRule   UserInt@Any      Any         Weight 90
DefaultRule       Any           Any         Weight 10

When client access to internet, Firewall-1 successed authenticate with UserName and Password.
But when I saw at Real Time Monitor with Rule Base mode, there's no line graphic (traffic) in Internet Rule appear...but all in DefaultRule.

I think InternetRule didn't run well. Could you guys give me a solution in this problem ?

For additional information, I have enabled UserAuthority item in Firewall-1 Object Properties and leave in blank User Authority Setting in Global Properties. But I never installed User Authority software...Is that wrong...?
