I will have a 512k in the international location and a T1 in corporate.

How would the connection speeds be? any issues with file sharing, email and network connectivity.

I guarantee you that connection speeds will be intolerable if you provide VPN services across a 64kbs ISDN line.  I'd say that you should avoid ISDN altogether really.

I have 2 international locations that I would like to connect to via web/vpn to our corporate Network.
