Get an eval license for Floodgate - this lets you try it out for 30days.  If
you like it, buy it.
Alternatively, set up policy based routing on a router in between, to give
POP3 traffic a lower priority.
Mail server configuration may also help out - limit the number of maximum
recipients, maximum attachment size, maximum mailbox size, and agree on some
sort of deletion period (30 days or so), so you can delete messages users
haven't bothered to download within that period, or cover yourselves for the
users that choose to leave POP3 mail on the server (which is an Outlook
option).

Hello...
Is it possible to limit the bandwidth going through the firewall for POP
mail?
Our firewall is reporting a very high (250/255) Tx bandwidth.
After looking at it, it looks like it's the POP mail server and port 110.
There's no limit setting on the Mail server, so i wanted to know if there
was a way to limit the bandwidth on the checkpoint side.
